COUNTY COUNCILLOR REPORT
Post Offices: Of great concern to most rural residents is the threat of local Post Office closures. The Government is due to release its proposed list of Cornwall Post Office Closures in July. Once announced, all closures will be subject to a six-week consultation period. There is the opinion that the government has made its mind up and that it is already a done deal.
Fighting government decisions isn’t easy, but most NCDC and County councillors across Cornwall are putting as much effort as possible into this issue. Four years ago a few considered that the county council boundary review as presented by the Boundary Committee for England was “A Done Deal”. The final version of the boundary review after consultation was completely changed according to the proposals put forward by Week St Mary’s ward of parishes; we worked together to gather appropriate evidence to show the relationship between parishes and how they worked well together. The Boundary Commission for England completely changed the original proposal to reflect our interests.
The collecting and analysis of appropriate statistics to support a Post Office listed for closure will be difficult in the time available. Some parishes are starting this before any announcements just in case their post office is one of those listed. I reported this time last year how I was involved in responding to the preliminary consultations carried out by the government through the Post Office. However we still do not know what the outcome will be when the Government announces its decisions for Cornwall until July.
A motion was passed in April at Cornwall County Council to investigate the possibilities of maintaining post office services in parishes where Post Offices are closed. But this should be looked on as a last resort. On Monday the 12th of May, I attended with Dan Rogerson MP, a meeting in Bodmin organized by the 50 Plus Alliance. Also represented were the Senior Citizens Forum, Parish council’s, and the charity Cornwall’s Neighbourhood for Change. The purpose of this meeting was to look at how local communities could fight a campaign to protect their local post office if it is scheduled for closure. Residents would need to show the strategic importance of their post office and data collected and analyzed, needs to include:
• How they travel to their Post Office (Car Bus Walk Cycle)
• If they are dependent on help from others to get to the Post Office
• To show how their lives would be affected if they lost the service which they currently have.
• How often they personally use the Post Office.
Those parishes which have a completed parish plan and where detailed post office user data was gathered and independently analysed as part of this Parish Plan process, will have the advantage of a head start in any campaign to support their Post Office if it is listed for proposed closure. The County Council’s Community Policy Development and Scrutiny Committee, which was extensively involved in lobbying government against closures during earlier consultations have kept this item on their agenda and have organised a Post Office inquiry day for its members on the 21st of May. ONE CORNWALL - A New Unified Council for Cornwall.
The new unitary council for Cornwall – monthly update. On 1 April 2009 a new council for Cornwall will start. On that day Cornwall County Council and the six existing District and Borough Councils will become one single council for Cornwall. A unified council will save at least £17 million a year. This money can be used to improve services or to keep down council tax rises.
One council will make life easier. A telephone contact centre and website will mean that your enquiries can be dealt with quickly and efficiently.
The new council will provide all public services; here are just some of them:
• recycling housing benefits
• schools town planning
• council housing refuse collection
• roads fostering and adoption
• libraries business support
• street cleaning car parks
• social care swimming pools
• food safety
Will everything move to Truro?
No. Cornwall is a huge county. There is no way that the council could provide services effectively if all staff were in Truro. Although the headquarters are likely to be at County Hall, only a minority of the new council’s staff will work there. Most staff will be working from locations all across the county.
How will I contact the new council?
There will be local offices all over Cornwall where you can walk in and get information, advice and guidance. Local offices or one stop shops are planned for 22 towns and you will be able to use any of them no matter where you live or work.
What will you find in the local offices?
• Welcoming, friendly staff
• Free phone line and computer link to all council departments
• A place where you can meet your councillor
• A confidential area for you to talk to someone
• Information on all public services including the police and health
Over time the facilities in the local offices will be improved to meet the needs of the community they serve.
What if I want to contact them a different way?
If you prefer to contact the council by phone or email, this should be simpler too. There will a co-ordinated range of telephone numbers for the council. The first person you speak to should be able to deal with simple things there and then, but also be able to refer you to specific service experts if necessary. If your call can’t be dealt with right away then it will be logged so that you can track what is happening and who is dealing with your query.
Will the new council make all the decisions in Truro?
No. The new council will set up between16 to 20 Community Networks across Cornwall. The networks, based around the towns and their surrounding parishes will reflect the county’s natural communities. They will bring councillors, residents, partners and local organisations together and form the focus for local consultation and devolved decision making.
Will my town or parish council disappear?
No, not at all. In fact town and parish councils will have the opportunity to do even more under the new arrangements. They may be able to deliver some local services themselves by agreement with the new council. The new council will have a close relationship with town and parish councils and will help them take on more responsibility if they want to. A training package for local councillors and clerks is being set up with the University of Plymouth.

Through the community networks and by helping town and parish councils develop their roles, the new council will bring decision making closer to local communities.
What about elections?
Elections for the new council will be in May or June 2009. We do not yet know how many seats there will be on the new council. The Implementation Executive, which is the 24-councillor committee leading this transition, has submitted a proposal for 130 seats but the final decision will be taken by the Boundary Committee for England after further consultations this summer.
Have your say
Make sure you and the people in your household are eligible to vote. The electoral canvass forms will be delivered in August or September. Perhaps you would even consider becoming a councillor yourself. It is a great way of achieving something for your community. THE ORDINATION OF REVD GEORGE ROWE TO THE PRIESTHOOD
The ordination of Red George Rowe to the priesthood by Rt Revd Royden Screech, Bishop of St Germans will take place on Sunday 29th June at 7.00 pm, at St. Mary’s Church, Week St. Mary, followed by drinks and a Bring and Share Finger Buffet. YOUNGSTERS WIN BRIPS TROPHIES - BUDE RURAL INTER - PARISH SHIELDS 5-A –SIDE FOOTBALL, SUNDAY 18th MAY
Week St Mary entered Junior and Senior teams in the latest BRIPS quarterly tournament held last month in perfect weather at Morwenstow FC.
Our Junior team narrowly lost 2-1 in the first knock-out round against Boyton. However, a goal from George Hodgson and some great saves from goalkeeper Ellie Cartwright led to a 1-0 win over North Tamerton in the semi-final of the Plate Competition (for 1st round losers). Getting better with every match, the Juniors comfortably won the Plate final with a 3-0 victory over Marhamchurch. Jake Webster opened the scoring after a fine individual run and George Hodgson and Frank Barriball sealed the win with fierce shots into the top corner either side of half time. Dan Parkin, goalie for the final, kept a clean sheet.
The Senior team secured a place in the play off final of their competition by finishing top of a qualifying league with 4 victories out of 6 matches. This included two 1-0 wins over second placed Kilkhampton, our opponents in what turned out to be a nail biting playoff match to decide who would win the Shield. Simon Fry’s low drive gave us an early lead but a second half goal from Kilkhampton left the scores level at 1-1 at the end of normal time. Tom Gerry put in a good performance for Week and David “Biggy” Middleton came on as substitute when the influential Rob Pearce had to go off for a spell with an injury. In extra time Kilkhampton went a goal up but, urged on by an enthusiastic band of supporters, Week rallied and Dan Pearce used his pace to burst through and equalise with just 2 minutes left. Rob Pearce calmly organised the team for the penalty shootout which finished 3-3 after the first series of 5 penalties each side. On to sudden death and, following 3 successive saved penalties, Jake Cartwright slammed the next one home to clinch the shootout 4-3 and win the Shield for Week St Mary.
Medals and trophies were presented by local MP, Dan Rogerson.
Hopefully we will have photos in next month’s magazine. The trophies are on display in Jeff’s shop. In all, about 100 children from local parishes took part in the competitions. Refreshments for the players were again provided free by the local Co-op. Stephen Smith

RUMINATIONS FROM THE RECTORY JUNE 2008
Early June, the long days of Trinity stretching for twenty-or-so weeks ahead, and the liturgical colour for the church appropriately green. Narrow lanes around the villages are jammed with trailers spilling fresh green silage, drawn at top speed to the bins before the grass grows again, as grow it will.
And so to Poundstock, early on a humid Friday, to say the Morning Office and where, apart from Gavin and myself, George’s eloquent intercessions are responded to by the rustling of the surrounding trees. Now themselves in the season’s liturgical colour they raise their leafy arms raised in silent prayer over the churchyard in which the faithful of many centuries take their rest. These majestic sentinels stands to sombre attention as I read aloud the words from Joshua: “And so they became hewers of wood and drawers of water for all the congregation .........”
As we leave the South porch, the solitude of the churchyard through which we entered has now become a hive of activity. Other well known and well-loved hewers of wood and drawers of water are busy erecting tents and scurrying back and forth carrying provisions into the ancient Gildhouse, preparing to celebrate its restoration on Sunday. How many similar lives of faithful service, I wonder, has this grey old church celebrated in its time? One, most certainly and most regularly, has been that of St Winwaloe, to whom it is dedicated. Back in the middle ages, all churches celebrated the ‘Feast of Dedication’, the birthday of the particular saint after whom they were named. Now, since they didn’t need much of an excuse to have a community party, the villagers, quite independently from the church, would often make this an opportunity for an extended celebration which would go on for the best part of a week. And the whole village ‘revelled’ in it - frequently to the annoyance of local landowners for whom no work was getting done! Consequently, for country church, this feast became commonly known as its ‘Revel Sunday’; and the week of partying, which had little or nothing to do with religious observance, as its ‘Revel Week’. Today, although many villages have long-since ceased to celebrate their Revel Week, the churches that engendered them continue to observe their Feast of Dedication and of which Poundstock is a typical example. Tomorrow, hopefully, Brenda Alison’s field will be alive with revellers who continue to share in the church’s celebration as they always have. This early Trinity festivity initiates, too, a whole month of ‘revelling’; the thanksgiving for Gavin’s ministry to us, and to which much of the restoration of the Gildhouse owes its culmination, George’s ordination to the priesthood, Dick’s and James’ to the Diaconate and Fr.Rob Yeoman’s celebration of forty years of priestly ministry, each providing us with yet another excuse for a party. But, in the meantime, let us never forget the ‘hewers of wood and drawers of water’ in each of our parishes who, as ever, will make all of this possible.

THE REVD RICHARD WARD-SMITH
From the beginning of July, our Uniting Benefice will be blessed with the diaconal ministry of a new non-stipendiary curate, Revd Dick Ward-Smith. Having completed his three years of Ordination training with the South-Western Ministerial Training Course, he is now fully qualified to be licensed to a parish or benefice for his first ‘title’. Of course, being very much a local ‘boy’, both as a farmer and a teacher, many of you have benefited already from his warm personality and range of skills. We look forward, also, to welcoming Dick’s wife, Lynn, into our midst with no expectation whatsoever save that of friendship. Dick will be ordained Deacon at Truro Cathedral on Saturday, June 28th at 10.30am. Anyone who would like to attend that service in support of our new curate is warmly invited to do so. In support of this we will book a coach for those who would like to come down with us, to leave at approximately at 8.30am, and returning at around 2.00pm (allowing time for shopping.). If you would like to travel in this way, please urgently contact Sue Dickenson at the rectory so that we can finalise the size of the coach.(341134).

A well deserved win for Week St. Mary who outplayed their higher league opposition with the final score not reflecting the domination Week had on the game. For long spells Week were on top creating plenty of chances in the first half and should have been three nil up at half time. St. Dominick came out strongly early in the second half but were unable to make any real impression. Week kept playing good football and deservedly took the lead in the 75th minute when an excellent diagonal cross from Steve Thompson on the wing split the defence and found Adam Colwill in the box, who controlled it well, and struck it low into the far corner. Week continued to attack right up to the final whistle (including eight minutes of time added on) with St. Dominick ‘keeper Rich Corfield kept busy. A disciplined and hard working performance by the whole team who were cheered on by a large contingent of supporters.

The team finished Runners Up in Division 3 (on goal difference) despite winning 16-0 in their final game (they needed 28) and will once again be promoted for the third season in succession; they also had the best defensive record in the Division and the second highest goal tally.
Cornwall Junior Cup – they won in the first 2 rounds of this competition against higher League opposition narrowly losing in the 3rd round again against higher League opposition.
Duchy League Cup – they reached the semi-final losing 2-3 on aggregate over two legs again against higher League opposition.
Launceston District KO Cup – WON this Cup for the first time (beating higher League opposition in the Semi-final and Final). A very successful season which we are sure will continue into the next one.

WEEK ST MARY PARISH COUNCIL
The Parish Council Meeting took place on Monday 12th May 2008 under the chairmanship of Mr J Ward with 9 Councillors, the District and County Councillors, and 0 members of the public present.
The following matters were discussed:
Election of Chair and Vice Chair - It was unanimously agreed to retain Mr J Ward as Chair and Mrs P Johns as Vice Chair.
Magazine - Still looking for an editor.
Football Club - The First Team have been promoted to Division 2 in the Duchy League and have risen from Division 5 to Division 2 in 3 seasons; they won the final of the Launceston Cup.The Second Team will continue in the Kingsley League.
New Community Centre – section 106 agreement was discussed.
Local Development Framework Mr P Tucker reported that the condition of 50% affordable houses for all development over 5 houses had been adopted, but the rest of the LDF is now on hold till One Cornwall take over in May 2009.
Land Registry Already registered: The Village Greens(1968, as Greens but not including the roads around the greens), the Playing Field, the new field, the Public Toilets. Not registered: Back Lane (not owned by anyone, though there is a clear pedestrian right of way); Poor Man’s Piece (it would be up to the Trustees to register

Tenders for Parish Notice Board Only 1 tender had been received, from Mayflower Joinery. This was cheaper than quotes previously obtained. It was unanimously agreed to accept the tender.
Post Offices: - Mr R Booker reported from a meeting of 50+ Forum and Senior Citizens Forum that statistical evidence will be needed to fight Post Office closure, and due to the short consultation period this needs to be collected now. Clerk to get a copy of the questionnaire used in Lanivet parish and mobilise those who signed up on the Parish Plan Feedback day for the Use it or Lose it Campaign. Dan Rogerson is booked to attend the next Parish
Council Meeting (unless called to Westminster on a 3Line Whip).
PARISH PLAN PROGRESS
This will be a regular item to ensure progress is not lost. Clerk to send copies of the Plan to NCDC and One Cornwall Parish Liaison; the Police Neighbourhood Beat Team; NCDC Planning; Cornwall County Council: Mr R Booker County Councillor, and the Chief Executive; Bude Strategic Partnership; Marhamchurch. The Parish Plan Steering Group will continue to meet 2-3 times per year to keep up the momentum. Mr W Pearce volunteered to help get the Community Minibus started. The Clerk had sent information to the NCDC Local Action Group (Objective One) about Community Minibus, Community Centre and Bus shelter.

CONCISE MINUTES OF THE WEEK ST MARY ANNUAL PARISH OPEN MEETING
HELD ON TUESDAY 29TH APRIL 2008 IN THE PARISH HALL
Approximately 34 parishioners including 9 Parish Councillors, attended the meeting, to be welcomed by the Chairman Mr J Ward. Apologies had been received from Bob Booker (County Councillor), Mrs P Johns, Revd Rob and Mrs Sue Dickenson, Stephen Smith, Sandy Not, and Sally Lewis of NCDC.
In his annual report the Chairman highlighted some of the work the Parish Council has done through the year, ranging from the purchase of the land adjacent to the playing field, through subjects such as bus routes, audit, affordable housing, vandalism, dog bins, parking, highways, tree protection, footpaths and social services. He thanked Gordon Davison our Internal auditor, Richard Bennett for 16 years great service in cutting the greens, the Footpaths Coordinators, and the Playing Field Committee, the Clerk, fellow Councillors, and the community for their support. There had been an increase in the precept to cover extra support to the Parish Hall, the loan repayments on the land purchase, and the establishment of a contingency fund in case of elections etc. The Parish Council seeks to be proactive, and with the Parish Plan can be more so. The Chairman then introduced the Parish Action Plan. Cornwall Rural Community Council and NCDC were both most helpful in technical and financial support. A summary of the plan will be circulated to each household in the parish, with the magazine. The full plan is freely available to anyone who would like a copy – from the Clerk (01288 341662) or downloaded from the web site (www.weekstmaryvillage.co.uk ). It is up to groups and individuals to take action on the issues that are important to them, and we can measure outcomes against the plan next year. He concluded that Week St Mary is a community that makes things happen. Station Officer Daryl Wellington, and Firefighters Simon Chadwick and Steve Greenwood then responded to issues that had been raised about the Fire Service in the Parish Plan:
• Slow response time – average 18.8 minutes from Bude to WSM – the harsh reality of a rural area, though they are currently doing a risk assessment for remote areas such as ours.
• Low water pressure: supplies are governed by South West Water and the 2” pipe is insufficient for fire fighting purposes. The village should identify all possible sources of water and map them. A reservoir under the new community center would be an asset. The nearest Water Tanker is in Bodmin. The village should also lobby South West Water for better water pressure
• Location of hydrants: the fire teams carry maps, but their local knowledge is less good than previously as maintenance of hydrants has been out-sourced and it is not clear whether they are all wet-tested. The village can request a hydrant map from South West Water and volunteers could keep the hydrants clear of vegetation and visible at all times
• Firefighters train for 5 years and have to meet rigorous standards
• Home Fire Safety Checks: anyone who would like a home fire safety check can get one, free of charge. The Clerk has 12 vouchers to give away for a free check (phone 01288 341662)
Reports from parish organisations were displayed around the room, and afterwards will be bound and available to browse in the shop.
Reports were received from Jacobstow School, the Transport Representative and the County Councillor, Bob Booker. The Parish Hall Committee is taking positive action to fundraise to keep the fabric of the hall in the best condition they can. The Parish Church is upgrading the electrics and replacing a granite arch; in June the Revd Gavin Douglas will be leaving, and George Rowe will be ordained. The Methodist Chapel is improving the property
for worship and community purposes; they now have a PA and digital projection system. Revd Danny Wheadon will be leaving in August – they are grateful for all his work – and Revd Brian Eade and Revd Brian Parkison, aided by Revd David Clarke will take over. Youth Club needs a female leader for the seniors from 7.30- 9.15 on Mondays.

editor in August – a new editor is needed as soon as possible to go through the hand-over.
Football Club: the 1st team was promoted to Div 3 this season and expects promotion to Div 2 next season. They have converted the back of the parish hall as temporary changing facilities. Women’s Institute now has 23 members and welcomes new members 3rd Wednesday of every month.
First Responders - have been of great help to the parish but only 3 of the original 20 volunteers are now on call – more volunteers are desperately needed – contact Lesley Booker.
Web site had 52000 hits during the last year. All articles and photos etc are very welcome.
District Councillor, Phil Tucker helped with the loan for land purchase and the dog bins, and is pleased to help any individual or group.
The Parish Hall Committee – Ivor Barriball, Jeff Roberts, Sue Dyer, David Lefebure, Ron Harris, Hilary Dorren, Mike Caesar-Gordon and Len Davies – were unanimously re-elected en bloc, with thanks for all their hard work in keeping the hall going. Nicky May – Parish Clerk
REVEL CHINA SMASH
Following the runaway success of the China Smash Stall last year, Len Davies would be grateful if everyone could save old china from now on in preparation for this year’s Smash. If you could store the china and deliver it to the field on the Revel Day that would be great. Any storage problems please telephone Len on 341513.
FIRST RESPONDERS
A Plea from Week St Mary Responders - I am sure that no-one disputes the value of a First Responder Group in Week St Mary – just ask the people who we have been to in the last three years. But when the group was set up we had 20 people who volunteered to be trained and to take part in the Scheme. Only 6 took up the training and only 3 are active responders. All three of those people have busy lives; two have full time jobs as well. This means that our Responder Group cannot possibly have someone on call 24/7, which is what our original aim was when the parish worked so hard to raise the money to buy our own kit and force the Ambulance Service to let us set up our group. We do not ask anyone to be on call all day every day – if we only had more of us we could do a little each and cover a much larger part of the day and night, rather than as we do at present- cover a random tiny part of each week. Indeed recently with one off sick, one other away and the third working full time nights we have been mostly off air and at one time for a continuous two weeks off altogether. Our group is not viable as it is and we MUST have more volunteers.

SUNDAY SCHOOL BBQ & BEACH FUN FOR ALL
Each month the Sunday School holds a fun day session. This month we are arranging a BBQ on the beach and fun evening at Black Rock Beach, Widemouth on Saturday 21st June 5pm - 7pm.
We would like to invite anybody young and old to join us. There is no charge, all we ask is that you bring along whatever you would like to cook on the BBQ. Rolls and drinks will be provided. The Coffee Pot Club meets every Tuesday. 10 till12. We meet to drink coffee and tea whilst our pre-school age
